Parging in Toronto: What It Actually Fixes, What It Hides, and Why It Keeps Falling Off

Parging is the most misunderstood exterior service we offer. It is not waterproofing, and if yours keeps crumbling there is usually a reason nobody has addressed.

Parging is the coating on the exposed part of your foundation, that strip of grey material between the grade and the bottom of your siding, brick or stucco. On most Toronto houses it is somewhere between six inches and three feet tall, and it is the hardest working, worst treated surface on the building.

It takes snow piled against it all winter. It takes road salt off the driveway and the sidewalk. It takes splashback every time it rains. It sits at the coldest part of the wall, cycling through freeze and thaw more often than anything above it. And it is usually the last thing anyone thinks about until it starts falling off in sheets.

I want to clear up what parging is for, because the misunderstanding causes people to spend money on the wrong solution. Parging is a protective and cosmetic coating on the foundation face. It is not a waterproofing system, and if your basement is wet, parging will not fix it.

What Parging Is Actually For

Parging does three jobs, and it does them well when it is installed properly.

First, it protects the foundation surface. Concrete block in particular is porous and the mortar joints are vulnerable. A parge coat gives the block a sacrificial protective layer against weather, salt and abrasion. On poured concrete it protects the surface and covers form imperfections, tie holes and honeycombing.

Second, it finishes the appearance. An exposed block or raw poured foundation looks unfinished. Parging gives you a uniform surface that can be finished smooth or textured, and it is what makes the transition from grade up to the cladding look deliberate.

Third, it helps shed surface water off the foundation face, particularly when it is finished with a proper slope at the top where it meets the cladding above.

What parging does not do is stop water entering your basement. Water gets into a basement through the wall below grade, through cracks, through the joint between the floor and the wall, or through hydrostatic pressure from poor drainage. All of that is happening below the ground, where parging is not. Below-grade waterproofing is a different scope involving excavation, membranes, drainage and crack injection, and any contractor who tells you a parge coat will dry out your basement is not being straight with you.

Why Toronto Parging Keeps Failing

When we get called to a foundation where the parging is crumbling, blowing off in sheets, or hollow behind, it is almost always one of a short list of causes.

Poor bond is the most common. Parging needs a clean, sound, properly prepared substrate and usually a bonding agent or a scratch coat. Applied over a dusty, painted, previously parged, or damp block wall, it will release. Sometimes it lasts two winters before it announces itself.

Salt is the second. Road salt and de-icing chemicals off the driveway and walkway are brutal on cement-based materials. Salt gets into the parge coat, crystallizes, and pushes the material apart from the inside. This is why the section of parging along a driveway edge always looks worse than the same material on the back of the house.

Grade and drainage is the third and the one nobody wants to hear. If the soil is graded toward the house, if a downspout discharges next to the wall, or if a walkway slopes back toward the foundation, that section of foundation stays saturated. Saturated masonry under freeze-thaw will destroy any coating you put on it. Reparging that wall without fixing the water is buying the same problem again.

Fourth is trapping moisture. A parge coat or a coating that is not vapour permeable applied over a foundation that gets damp from behind will blister and delaminate as the moisture tries to escape outward.

And fifth, freeze-thaw at the top edge, where water sits on a flat or back-sloped top surface of the parging instead of running off it.

What We Look At Before Quoting Parging

The visit is short but it covers more than the wall.

We sound the existing parging to map what is bonded and what is hollow. Hollow material has to come off regardless of how it looks, because new material over a delaminated layer inherits the failure.

We look at the foundation itself where it is exposed. Is the block sound or is it spalling? Are the mortar joints intact? Are there structural cracks, meaning cracks that are stepping through the block or wider at one end, as opposed to surface cracks in the coating? A structural crack is a foundation repair conversation, not a parging one, and covering it with fresh parging just hides it until it reappears.

We look at grade. How much foundation is exposed, and is the soil sloping away from the house? Where do the downspouts discharge? Is there a walkway or driveway sloping toward the wall? We want a minimum of a few inches of exposed foundation above finished grade so that the cladding above is not sitting in soil, and we want water moving away from the building.

We check the top termination, where the parging meets the brick, siding or stucco above. This joint needs to shed water outward. A huge proportion of parging failures start here, with water getting in behind the top edge and working down.

And we look at the salt exposure. If a section runs along a driveway, we plan for it: a more robust mix, and a realistic conversation about service life in that specific zone.

Localized Repair or Full Refresh?
  • Localized repair makes sense when the failure is confined to one area, the rest sounds solid, and the appearance difference is acceptable or hidden

  • Localized repair rarely blends invisibly, because new parging is a different colour and texture from a weathered existing coat, and it will stay noticeably different for years

  • A full refresh of the visible foundation makes sense when there are failures in multiple areas, when the appearance matters, or when the house is being sold or photographed

  • A full refresh is also the right call when the existing material is thin, chalky or generally at the end of its life even where it is still attached

  • Removal is required wherever the existing coat is hollow, loose, or applied over paint or a sealer that will not hold new material

  • Mesh reinforcement is worth specifying where the substrate is mixed, where old and new material meet, or where there is any history of cracking

  • If the foundation itself has structural cracking, spalling block, or moisture entering the basement, that gets addressed before any parging goes on

  • If grade or a downspout is soaking the wall, fixing that is part of the parging job whether or not it appears on the quote

How We Do a Parging Job That Lasts

Remove everything that is not bonded, back to sound substrate. Clean the surface properly, which on a salt-exposed foundation means more than a rinse. Repair any spalled block or damaged mortar joints before coating anything.

Apply a bonding agent or scratch coat appropriate to the substrate. On block we key the material into the joints. On smooth poured concrete a bonding agent matters more, because there is nothing mechanical for the parge to grip.

Where the substrate is mixed, where we are tying new to old, or where there is any crack history, we embed mesh. It is a small material cost and it is the single best predictor of whether the coat is still there in ten years.

Build the coat to a proper thickness rather than skimming it thin, and finish it with a slope at the top so water runs off the top edge instead of sitting on it. Terminate the top edge cleanly against the cladding above with an appropriate detail so water cannot get in behind.

Cure it properly. Cement-based material needs to hydrate, and on a hot dry August day a parge coat that dries too fast will be weak and will craze. That means damp curing or a curing measure, and it means not doing this work in direct summer sun at 2pm on a south wall.

And finally, finish it in a way that suits the exposure. On a driveway-side wall taking salt every winter, we discuss a more robust approach and set expectations honestly about how often that section will need attention.

Parging Costs in the GTA

For planning: a localized parging repair generally runs around $750 to $2,500 depending on the size of the failure, access, and how much removal is needed. Foundation wall parging is commonly priced around $12 to $28 per square foot of foundation face, driven by removal, substrate repair, mesh reinforcement, and finish type. A full visible foundation refresh around a house typically plans between $2,500 and $9,500 and up.

If the scope crosses into foundation coating with insulation, that moves into a different band, roughly $20 to $45 per square foot, and a full base-of-wall restoration commonly plans between $4,000 and $16,000.

What pushes a parging job to the top of its range: heavy removal of a failed previous coat, substrate repair on spalled block, difficult access such as a narrow side yard between houses, and any regrading or drainage correction that has to happen first.

What I would encourage you to spend on rather than save on: the removal and preparation. Parging that is applied over material that should have come off is the single most common reason we get called back to a foundation that was done three years ago by someone else.

Parging Questions from Toronto Homeowners

Will parging stop my basement from leaking?

No. Parging is an above-grade coating on the exposed foundation face. Basement water entry happens below grade and is addressed with waterproofing membranes, drainage, crack injection or exterior excavation depending on the cause. If a contractor tells you parging will fix a wet basement, get a second opinion.

How long should parging last in Toronto?

Properly prepared and installed parging on a sound foundation with good drainage should give you many years of service. What shortens it dramatically is salt exposure along a driveway, poor grade that keeps the wall saturated, a downspout discharging at the wall, or a bond failure from inadequate preparation. The sections along driveways almost always need attention first.

Why is my parging crumbling and falling off in sheets?

Sheeting off is a bond failure, meaning the coat released from the foundation behind it. Common causes are application over a dirty, painted or damp substrate, no bonding agent on smooth concrete, or moisture pushing outward from a saturated wall. Patching over it will not help, because the failure is at the interface, not at the surface.

Can parging be done in cold weather?

Cement-based parging needs temperatures above roughly five degrees and rising, held through the cure. The base of the wall is the most exposed and coldest part of the building, so we are cautious about late-season parging. If a foundation is deteriorating in November, we would rather protect it and do the work properly in spring than apply material that will freeze before it gains strength.

Should I paint my parging?

If you do, use a breathable masonry coating designed for the application, not a standard exterior paint. Foundations move moisture, and a low-permeability film on the outside face traps it, which leads to blistering and delamination. In most cases we would rather integrate the colour and texture into the parge finish itself than add a paint film on top of it.
